I think he posts it in all the media that he feels like.  And from what I've seen it usually goes out on the social media and Micro announces it here when he thinks of it.  It's crazy to be so negative about someone offering you extra free money and taking the time to tell you about it.

I think the random Happy Hours nicely fill that role, everyone's faucet is boosted by the same amount regardless of their account age. However, they aren't really publicized as much as any of PD's formal promotions.

You don't have to have an over 3 months old account. Most promos offer other ways to become eligible, like 10 BTC wagered on the free bitcoin promo. The reason they have requirements is so that people don't create accounts and cause them to lose a lot of money. It isn't hard to make 10+ accounts on PD and bitcointalk, and get the promotion multiple times which would also be unfair for other users. You could always play with the faucet to try it out, and maybe make it to 10 BTC wagered if you like the site and really want to participate in promos.

Well the affiliate page says "Every bet they make you will receive a percentage."
So based on that all bets should make commission.
