I was skeptical about this project, but the last line on the last page of the whitepaper made me change my mind:

Now I am sure this will be a huge success

In Russia, it is very easy to implement. Make the system take into account all new cars when they are sold. And take for it a fee. Then the profit to the project is assured. And considering that the same car in Russia is at least twice as expensive as in Europe, the additional fee will be even invisible to the buyer.
