many of the ICO are indeed popping up and even has the concept that is almost the same. investors in this project that will determine the ICO can succeed and fail. If it is a legit project, all investors will be refunded their money back, if they are unable to reach the soft cap. However, if the project is a scam project, they may fail to refund back your money. An extensive research on the project before you invest is very much essential.

prolonging the sale and if they fail they should cancel the ICO and return the investments. Unfortunately, in practice we have

Only invest in trusted ICO or on a location where you can access them so you will know the character of these people if they are legit and honest, they will refund your investment, if not they will run with your money sometimes they intend to make the project fail so they can run away with investors money.

what do you mean of failed ico? if you mean they don't reach the soft cap they usually refund their customers if the team is faithful or simply try another round with traditional vc companies

High chance they will not get back your money. Because mostly the ICO are not successful they did not back the capital of the investor even a little bit capital . Your lucky if the ICO are failed and you will get back your investment that you invested to the ICO.

Generally, if the ICO is failed because they don't reach the softcap or minimal token sold, they will stop the token sale and cancel the projects. For all investors that have spent their money into the ICO, commonly the developer team will be responsible if they are not scammers. They will return your money. However, probably there will be some steps and rules that you should do such as filling the form, contacting the team, and others. Just follow the information on the telegram or email or whatever they inform.

Of course and these scammers have used various ways to scam the investors. Remember when you have invested your money in the ico which doesn't complete all of the regulations and then it's a bit difficult to get refund for our money.

If an ico fails there are two things involved, it is either the project returns investors money due to their ability to reach the hardcap, or they are scammers and decide to call it a success and make away  with people's money. It is that simple.
In the case of scandal it is mostly hard to track down the stolen funds due to the anonymity the blockchain. So it is best to be careful about ico investments in general.

It would be best if you kept in mind that investing in ICOs is a form of super-profitable investment, so the risk is enormous. Once you have determined to invest in an ICO, it is not possible to make a refund if the ICO is not successful. Therefore, you need to find out about the ICO project before investing in it.
