I could assign ticket numbers to all users and do a public draw. However, it still does not stop me from creating fake accounts and giving them tickets to push the odds of winning in my favour. It is possible to hash ticket numbers with a client seed, order them in ascending order and then pick winners. However, it wouldn't make the game provably fair, it would only give an appearance of being fair while it actually isn't and wouldn't doing that be more dishonest?

Damn, I never really thought about the practical implication with the hashing of those tickets. The draw is usually almost instantaneous, so I
