I don't think it matters in this subject. Don't think anyone cares about if its 0.002 or 0.001, the more important part that this website has been giving away free money since for as long as I can remember and they have been giving free lottery tickets with it as well. I mean we have seen so many faucets faze out in time and here it is freebitco.in keeping it up and improving waaay over a faucet. Actually you can only win one price in the lottery.
In the description it says:

If a user wins more than 1 prize, the number is discarded and [WINNING POSITION] is increased by 1 and the calculations are run again to pick a new user. This is to ensure that a user cannot win more than 1 prize in a round.

But you are right. In the lottery you will most likely loose, so I would consider every spending on lottery tickets a loss.

If you spend $1 on a lottery tickets, the expected mathematical return is always less than $1 (I'm leaving aside EV+ lotteries, like the one Crypto-Games used to run). The good side, however, is that you have the chance to get a very big price risking a very small amount.

They can get it for free, like by gambling or even taking from the faucet so not every single tickets are bought so I think you really missed the point here. And btw do you even saw that 400 tickets able to win that prize? No need to win that 1st prize but there is other 9 more so if this is free so why not? I don't see how the fact that not all players are buying the tickets can be relevant to the estimation of winning chance. Maybe I really missed the point here, so please explain what did you mean.

Yes I did. Last time it happened not so long ago, in the previous lottery round: two people with less than 400 tickets each, won two prizes, 1.92400046 BTC and 0.03006251 BTC. And something like this happens every month or even more often. For example 10 rounds ago, in the round 140, someone won 0.52907709 BTC with 39 tickets. You can check it all by yourself by clicking  LOTTERY in the top bar of the front page and then PREVIOUS ROUND WINNERS.
