Normally, it would be best to buy during ICO but because of the current bearish market situation, it is good one waits and buy during exchange listing, this is because recently, i noticed that once a token is listed though not all, it drops below ico price, so i think that will be the best time to buy.

The best strategy is to wait until a new token is going to be listed on first exchange. They always have a huge dump directly at the first day of the listing because of bounty hunters. I think you can buy a coin at 0,2x from the ICO price.

I would buy altcoins in exchanges after ICOs are finish because if you buy during the ICOs it is very high and when their token are being listed on exchange it was very cheap and it could not the ICOs price. I think that is the best time to buy altcoins.
