It means an illegitimate body is writing the word on legitimacy. It's only illegal in the same way a king coming over, taking over your property, claiming it's his, and setting up rules is illegal. They just decided to make the king be electable by a representable body, and put term limits on him. So, really, by your definition, almost no government would be legal.
I agree. No government can legitimize itself. And it's not my definition; my professor's the one who made the connection. This is a chicken-and-egg problem. chickens exist, governments are legal.

I don't think they're legitimate period. You don't declare land as yours and then expect everyone to agree with you. Law is just a lie, the word of God, to make your actions appear appropriate. Law or no law, it's all a mind game. If Israel wants land, it's because it wants to expand and become more powerful. I wouldn't mind if people were buying and selling land. It's when they buy and sell land, and you still have to pay a tax to exist on it, because someone else already owns all the land and you're just trading a piece of paper. You cannot live without a place to exist. Why don't we just section off portions of the sky, claim state ownership, and then charge a breathing tax? That's what land tax is. It's a tax for existing at all.
How much does the state pay the state for its land? Oh wait, that's right, they're the ones charging rent. Good thing that tax goes right back to us--oh wait, that's right.
