The decision to launch at 23:00 EST was to allow for people to be at their homes instead of at work for the scheduled time.  This is a world wide market and it's just a reality that it's always going to be a bad time for some one.

I'm pretty sure the relaunch will have a new genesis block ^*, so there is no value in using the existing client.

^* If it uses the same genesis block, there may need to be more firing done.
