Actually I wouldn't say that Atletico Madrid don't care about winning titles exactly. Because they have a wonderful history with Diego Simeone full of many championships. He has achieved 9 titles with Atletico Madrid in his career so far. 2 of them were La Liga titles and there were 2 Europa League titles among them as well. For a past like this I would just say that they actually like to be competitive for championships. However there is a problem about that in the recent times.
They can't be as competitive as in the past anymore. Maybe it is due to Simeone's same strategies' not working anymore. If he leaves after this season we would see whether this team will change.

I would say Atletico Madrid's goal is not the La Liga title. They are happy to qualify for the Champions League. While La Liga sides Barcelona and Real Madrid are spending money to strengthen themselves and adding talented players to their squads, Atletico Madrid are not taking the necessary steps to strengthen their squad. They definitely need to spend money to add talented players to the squad. Otherwise, Atletico Madrid will not be able to stay in the title race with Barcelona and Real Madrid.

like I always say in my opinion, aside from football being a sport to entertain money to has to be considered business is business and I don't think Atlantico Madrid performs that badly in La Liga maybe since they don't have any good competitors there the only dominant clubs are Barcelona and Real Madrid, So even if they are not carrying trophies since they are making money is not that bad. Joao Felix is still very young, only 23 years old, and I think he should just return to EPL clubs. I don't agree if you assume that Atletico Madrid don't want to get anything but a young player and then sell him when he's ready to be made into a star player. So far Atletico have been too economical to spend money in the transfer market, which has resulted in them having difficulty competing with Real Madrid and Barcelona. It's not as simple as you said. The better if you are reading whole of article. Real madrid is also taking a huge loan for the stadium renovation. Just because it was getting a positive result in the last season's revenue and it doesn't mean real madrid can sign mbappe.
You shall also try to under how much cash owned by madrid right now. Real madrid has been taking loan worth €800 millions for renovation of its stadium.

Mbappe's price which was around €200 - €250 millions which is very crazy price for him.
