So from the beginning, it was not possible to obtain a license for Malubit. Thanks to this information, they were not actually legal for the operation and they lied. But I suppose, do they even have their own licenses or permits to operate for gambling sites? Or just like Costa Rica can even have a normal business permit/license?

I assume they have an official business license in Costa Rica. An official license does not exist in Costa Rica. On a normal business license it is legal to offer services. So they did not operate illegally in this case.
However, with such a license, the possibilities are limited since most companies do not want to do business with these types of constructions without a recognized officially gambling license.
That is why nowadays most companies go for a Malta or Curacao gaming license.

I think it will be very difficult. Normally, you could ask the licensee / gambling committee for further information, so that you know which company is behind it and that you can take any legal action that way. There is no such commission in a country like Costa Rica. Of course you can always investigate yourself, but then you will first have to find out which company is behind the site malubit.com. And I think that is not easy, since they have their firewall at Cloudflare.
If there are no criminal offenses, but only a dispute between 2 persons / organizations, I do not suspect that the authority in Cost Rica will do anything with this. Have no experience in this.
Some advice I can give you now is to stop playing on sites based in Costa Rica. For further legal measures, it is necessary to first find out which company is behind this construction.
