Setting up and offering a gambling site on the basis of a License in Costa Rica is permitted, it is not monetized.
The license you need to run a gambling site online is the same license that you need to run a regular business.
Very simple and there is no need for a business plan on the table. From a legal point of view, Malubit has probably operated legally,if they really do have a business license in Costa Rica. (leaving out all allegations and events, and looking purely to the licensed aspects). You do not need a gambling license, a normal business license is enough.
However, there is no organization or agency you can fall back on if you are duped/scammed. My advice is to stay away from casinos / gambling sites that operate from Costa Rica.
So from the beginning, it was not possible to obtain a license for Malubit. Thanks to this information, they were not actually legal for the operation and they lied. But I suppose, do they even have their own licenses or permits to operate for gambling sites? Or just like Costa Rica can even have a normal business permit/license?
