I don't understand what you are saying about "ineffective" for any club. Is it ineffective in terms of price or in terms of gameplay. In terms of the game, I think he can still occupy a position in a big team. At Manchester United, where the overall game was shaky, he could still be the top scorer. Especially if he plays with an organized team.

He was their top goalscorer, but basically changed the way the team plays. He did score goals but the team in general played worse with him than it did the season before without him.

This club has changed a lot, and the direction of the change can't be said to be good. So it's no wonder they can't finish with quality players that many giant clubs are fighting for. And if they want to do that, Manchester United can do it. But is the club's decline in performance one of the factors why they can't compete with other clubs? That can be true, because of course quality players want their clubs to be able to compete for titles.

The man who everyone thought would bring United salvation to Champions League has changed his mind, if he wants to live, they should let him and sell him for a good price. I understand that his absence after he left Juventus has had a significant impact on their demotion to relegation, but Manchester United is different, they weren't better or worse when he wasn't there.

This is what happens when a team losses it's place in the champions league. Most players that Manchester United is going for are refusing to sign for United because of their inability to qualify for the champions league next season, not that the club is not making a good offer but the players are not willing to sign for the club. Ronaldo will be leaving the club soon yet no replacement and De Jong is yet to accept that huge amount all because he knows that he won't be seen in the big team's competition Champions League.  If the coach doesn't make a  positive move in getting quality players for manchester United I doubt if there would be a different story from their performance last season.

I'm sure Gabriel Jesus will turn out to be a very important player for Arsenal in whatever their ambition is for next season, i commend Gabriel for taking this bold step, i actually have a problem with players who are happy with little or no playing time, my philosophy remains that if you aren't getting the playing time you deserve, and you stick around and fight for a starting place in the team and it just isn't working, i prolly think it should be time the player left. Gabriel was obviously comfortable in City, winning multiple trophies and playing occasionally, but he wasn't still satisfied, he was also aware that the arrival of Erling would further reduce his playing time, thus he had to leave, he will play very regularly at the Emirates Stadium, and that is what he needs for the overall development of his career.
