this is true because indeed 1 player is not a guarantee for UCL even though they can still compete there but again there are many other strong teams there which will indeed be a stumbling block for City.

They can still start with adding a few solid players to the team.

Newcastle seems to still need a long time to become an elite club in the premier league.
