Because he is enjoying the free advertisement. He'll keep hanging people this way and keep giving excuses. Those who'll change sig can be confirmed that they wont get paid. In the hope of being paid, some will keep the sig... and the free ad will continue.

Maidak think about taking off the signature please. He has literally paid 9 of 70 people. If you continue it will only allow the scam to go liger and give him advertising for free. Why would he pay you next month if he owes 60 people?  And these are all "confirmed people" etc.
