Common default settings in the router are to limit the IP range to 50. So this will often fall out of the .127 range, look for a check box in the router gui that needs to be unchecked and applied. To be honest though, connecting two routers is a bit trying but you can usually go to Netgear website and search the tech support for Cascading Routers. Its possible that the Comcast router is blocking outside connections from devices that have not sent the password to it.
i would think that too but then he said he connected to the netgear with his laptop and it sees the internet.. i almost have the same setup he does on the routers, except i opted for the wireless bridge option. im going to check his router and see if it has that option, that would make things a ton easier. netgear n750

One might ask how many devices does he want to connect to the internet. All via ethernet cable might be easiest. If he has 4 high speed switch ports and a single uplink port on the comcast and if he has 4 or fewer devices to connect then just use the comcast router.
If he has more devices than high speed switch ports then add the netgear router.
