Well, it is not really an IPO if it is not publicly available, but the TOS should have stated that to begin with. I am surprised the TOS says that an asset can only be bought and sold through the exchange. Of course, many companies do sell shares to people through their investor relations programs.
It's very Apple AppStore-ish

Initial Public Offering - There can be non-public offerings and many companies have these. Initial, secondary and pre-release (institutional book-building) can all take place before an initial listing on an exchange. Also "exchanges" are only sometimes used to directly sell from the initial shareholder. I can simply consider the previous IPOs I have purchased into, and none involved buying from an exchange on day one. Maybe I'm being unreasonable, and my commercial experience here is different to a lot of others (I raised $20M through public offerings), but I really would like people to be more informed about how things work before making silly statements.

A non-public offering and secondary offerings are not called initial public offerings, those types of sales have different regulator requirements rather than private or secondary offerings. Anyway, I think shares should still be able to be traded off GLBSE and transfered. Maybe they should charge a transfer fee like most brokers if they are worried about getting their fee.

To all purchasers: I have sent a PM to glbse and Nefario to pay the normal .5% fee to get this straightened out. I agree with your comments and wish we could have handled this privately first, but we are where we are. My top priority is to have this resolved before Tuesday. If that means working on this during Easter dinner, so be it.

As an update to working with GLBSE, I have spoken with ColdHardMetal on IRC regarding the issue and have expressed my desire to have this resolved as quickly as possible. I have offered suggestions on how to enable transfers and ColdHardMetal has agreed that this issue should be put to rest before Tuesday. On a more positive note, 9500 bonds have been confirmed sold. 500 will remain to be released on Tuesday. Thank you again to everyone for your interest. Things are just starting to heat up and there is more to come.

Just to confirm the above. This will be resolved in time for this issue to move forward as planned.
I would also add that we're pretty pleased to see this asset issue taking shape. Our policy reaction wasn't to this asset specifically at all, but it did highlight a potential problem for us that does need to be resolved.
Thank you for your patience and we'll get this worked out.

Hi Turbor, I have specifically reserved 500 bonds for issue on Tuesday. It would be my recommendation to place a bid on GLBSE before Tuesday. Best, gigavps

Giga, can you shed some light on this? I know there was talk update updating the functionality of GLBSE, but I'm not sure if it has been implemented. The previous behaviour would have bids fills starting at the highest price, and then for bids at the same price starting with oldest first.

Our family was terrorized by Homeland Security. Read all about it here: http://www.jmwagner.com/ and http://www.burtw.com/ Any donations to help us recover from the $300,000 in legal fees and forced donations to the Federal Asset Forfeiture slush fund are greatly appreciated!

I will consult Nefario today regarding this issue. Looks like there are orders for around 370 out of the 500 remaining bonds. If you are looking to get in and haven't placed a bid yet, there is a bit of room left.

The previous behaviour would have bids fills starting at the highest price, and then for bids at the same price starting with oldest first. This actually was an issue a while back, where orders were filled at the best price, but when the price was the same (for multiple orders) it was not sorted by age. This was fixed a few days ago. So, best price first, when prices are the same, then the oldest order gets filled first. Nefario.
