The site that is from is called 'Freepik' - it provides anyone access to a huge collection of images that are provided free of all royalties for use in someone's website or blog etc.
The items on Freepik are provided for the purpose they have been used for here. To save time and money by utilizing a perfectly adequate base for the foundation of an image or logo. It is absolutely no different to someone using a Microsoft template when creating an article, or a blog posting.
These tools are provided to enable developers and creators to spend their time on more important facets of their business.
