I don't see any indication that it's a complete scam.  Looks like a new alt exchange trying to build volume by offering an innovative service.  One step further than what yobit was doing.

That said, I wouldn't trust liqui or yobit with as much money as I would trust on poloniex.

Risk is that they can exit-scam with everyone's money at any time.  Same risk with any centralized exchange which holds your money.  Using your logic, poloniex is also a scam because busoni could technically take the ~$25+ million worth of crypto and go start his own island country at any time

Thanks, you are absolutely right. As exchange it is our main job to hold clients funds. We try to compete with other exchanges in that way and we clearly understand that it require a lot of time to build trust.

The Users make the Price

And the good sing on Liqui is, that you can trade from beginning. Also you can react on new things. For example you invest in the ICO and the DEVS produces Bullshit.
So at Liqui you are able to sale, what do you do on ICO? Loose money?

Investing in early and wait for the real price   If the price of ICN in Liqui cheaper then I will participate
but if higher of course I wondered why choose expensive if there are cheap

Creative? IOU is very old.... look at the FIAT MARKET... For example Options are also IOU.

Yes of course as published in  FAQ 2 applies to all participants ICO no special requirements

But for the cost of shipping it seems there is a requirement

available free of charge to investors who invested above a certain threshold and with a small fee to cover the shipping costs to all other ICO participants.

Each ICO participant will be able to receive debit card. Regardless of the amount invested. However, we'll have to set a threshold above which we'll be able to send it for free.

For example, we can't send it for free to someone who invested 50 USD for example.

Well for your brand to sell out and hit the masses big time, you should be creative and be even more creative into different aspects. It's not new in the crypto world that such fancy names, catchy taglines and whatever geeky jargon there is to describe a coin exist.

I wouldn't say that it's a complete scam because I can't see no bullshit going on in Liqui however, I wouldn't put a large amount of my btc in there just so that if in case things turn batshit crazy, I wouldn't regret using their service in the first place.

Yeah and apparently after the investors' tokens release (~10 days after the end of the ico) and listing on exchanges, in order to avoid any hard dumping of the bounties.

Within 1 week after the ICO ends as stated in their ICO site. Hopefully before they distribute the bounties they will remove abusers so it will be more beneficial for true supporters
