My accounts on btc-e.com and bitcoin.cz were HACKED, BITCOINS STOLEN.
I want to contact exchange owners to not accept stolen bitcoins.
Is there any formal procedure to report stolen bitcoins?

I don't like to think of it as owning coins. Instead, think of it as owning the keys that allow you to spend the coins. The keys were compromised, the coins spent, and everything is now outside of your control.

Mined for 3 months and "poof" nothing!
Guess I won't store bitcoins, and instead sell them fast.
At least I never lost money from bank or credit card.

This would destroy the community. Imagine having to verify every dollar you spent to insure it wasn't previously stolen. Not to mention, I could send you coins for something and then claim somehow you stole them. It is a mess that is better left alone.

Although, it has been known that a certain exchange has frozen accounts for 'stolen' coins. That is a mess he has to defend. Especially since the person that had coins frozen claimed to buy them from another exchange. So, the unsuspecting customer got the shaft supposedly.

Anyways sorry for your loss.

I would like out of here.  I need to post on the Bitlotto topic, although what I have to say there has mostly already been addressed.

I've been a miner for about 6 months.  I'm developing some sites based on using BitcoinJ to automatically process some transactions.

I have a background in computer security and programming and have a rather good understanding of Bitcoin.
