I noticed from their statement they missed their purchase goal, but I wasn’t able to dig further.

Can you point the exact document where you saw those exact numbers?

As far as I understand, the BDO auditors' reports are all that Tether officially shares in this regard. The number of bitcoins in their bins is estimated later by everyone approximately from this data. I don't remember them naming the amount themselves. It remains for us to either trust or not trust the BDO data.
