I don't think so they are toying with Arsenal here. With Gundogan leaving City, they really need a strong defensive midfielder. With Rice, there is no risk as he has on a very good level as compared to most defensive midfielders in the market. Arsenal are reported to be preparing their next bid - which could be their last while City are just joining the race and about to make their first bid. Sadly, I don't think there are much chances of Arsenal winning this race now.

This is just a cheap rumor, currently Salah is still on his best form, he was play for Liverpool since 2017 and as we can see he always give a lot contribution until now. I think he can still play good at least for the next 5 years. Salah market value is actually 75 Million Euros, it's really stupid if Liverpool want to let Salah to leave and they only get 65 Million Euros.
