Mbappé needs Real Madrid more, but I'm not sure if he will do more harm than good to the team because currently their best player, without a doubt, is Vinicius in terms of both present and future. I feel that in order to please Mbappé, they will give him whatever he wants, potentially sacrificing Vinicius by moving him to a different position or making other changes.

With regards to Rice, i think it is better he goes to a dominant team; why leave West Ham to go and struggle at Arsenal or Manchester United? When you can go to Manchester City and thrive alongside Rodri in midfield; with a dominant front line too with guaranteed trophies too.

Quality wise, Rice is a huge talent who will perform in any of the 3 clubsides (Arsenal, Manchester  United or Manchester City). The question is, which team will Rice choose?

I think Xavi has said publicly that he wants a high quality replacement for outgoing Sergio Busquets, but they may not have the resources to do so. Several names have been linked with succeeding Busquets. Like Martin Zubimendi and Joshua Kimmich and Brozovic are leading candidates, but Barcelona will find it very difficult to sign either player this summer because of their poor financial status. This is exactly how I see it. He's just 24. a four year deal with Arsenal still gives him time to go to any clubs he wants to if he's searching for trophies. If he was a central midfielder, I would also have advised him to pick City without a second thought but as a defensive midfielder, Arsenal is the nest destination for him.
He will have to fight off Rodri to be the starter at City. Guadiola knows hoe to rotate his squad and make sure everybody sees playing time, but in the important matches, Rodri would always be way ahead of him.

Arsenal are also building a great project and it would be nice of him to be part of that project.
