1) I think you can best ask somewhere in the NEO Reddit as there should be enough developers there who know the new link: https://www.reddit.com/r/NEO/
2) I suppose you are probably best of at the Red Pulse website itself by reading the whitepaper: https://coin.red-pulse.com/

ICOs will likely affect NEO positively like it generally has done with Ethereum. ICOs have the tendency to not immediately flood the market. In that sense if there are many ICOs involving NEO, then a lot of NEO will locked up and only occasionally sold. This implies a lowered supply and thus a higher NEO price.

3. Effect on NEO:
a: Red Pulse ICO cap is $15,000,000.00. If NEO rate is at 35 one hour before pre-sale on 23 Aug and ICO on 10 Sep, Red Pulse have to receive 15,000,000.00/35= 428,571.28571 NEO (The number of NEO will differ as per the actual rates of NEO at that point in time). So far, red pulse seems to be a promising project and should achieve the ICO targeted cap at ease.
b: So, these NEO received by Red Pulse has to be subtracted from the current market circulating supply of 50,000,000.00 which will create part scarcity resulting in demand of NEO in the market that will directly effect in the rise in the rate of NEO.
c: Before the points a and b, the rate of NEO should rise at the time of pre-sale and ICO itself as buyers will have to purchase NEO to purchase red pulse.
Conclusion: This is the right time to stock NEO folks!!!

NEO and Ethereum are not exactly the same. Currently Ethereum is more like NEO's GAS. NEO on the other hand generates a constant income by just holding it in the form of GAS. For sizeable amounts, the passive income also becomes rather sizeable. The incentive is thus much lower to sell.

The way I see it Ethereum took such a hit in the price due to stability issues in handling the number of ICOs on the network, the flash crash and the false rumour that Buterin had died.

First ICO on NEO platform!
With NEO supporters, enthusiasts, expert investors, etc. etc., Red Pulse could have targeted much more higher ICO cap but it seems they are not just after the money.
To be noted that they an existing company with a working product operating over 2 years in China with good clientele base.

Fact states that NEO 24 hour volume capacity has gone over $448,000,000.00
So, even if red pulse decides to sell $15,000,000.00 worth of NEO at once after ICO, it would be like removing one bucket of water from an international standard capacity swimming pool.
From the beginning of pre sale to the end of ICO, for a month, the value of NEO should rise proportionately as over 400,000 NEO will be locked.
So, we might not even feel the inflation.

Short term investors and weak hands might sell the red pulse tokens but that effects the value of red pulse and not NEO.

Why take TenX (PAY) as an example from the post when there are much more better examples available.

Moreover the catch here is this ICO being the first will determine the caliber and potential of NEO to a certain extent.
This for sure will boost the confidence of existing mass and will attract new ones and so will the adoption increase simultaneously will follow the hike in NEO price.

On the other hand if the NEO price continue falling down at the current moment, this will have an adverse effect on Red Pulse I believe.

If Neo rate is $20 one hour before the pre-sale, then:
$10,000 purchase limit per buyer in pre sale @ 20 per NEO = 500 NEO spent
1000 red pulse token per NEO = 500,000 repulse tokens issued
40% bonus added = Total 700,000 red pulse tokens issued to per buyer for investing $10,000
100 buyers meaning total 70,000,0000 red pulse tokens sold in pre-sale which is only 6.6666667% of the total supply
So, total supply should reach somewhere around 1,050,000,000.00 which is not good for red pulse project. High circulating and total supply will limit the increase in value of the token resulting in lower profits and advantages than expected or projected.
ICO token issuance numbers may change as per the exact rates at them time of ICO but the pre-sale sold token numbers would be way higher if NEO price increases at the time of ICO.

So, the price of NEO should not be low for these few days for the betterment of both NEO and red pulse.
But from the other angle, if am one of the lucky winners to participate in the pre sale then I don’t mind  Grin Grin Grin Grin and this fall in NEO price was indeed a good opportunity to buy some more NEOs.

NEO is getting attention and these things defines the future's priorities and directions where some projects like NEO will be standing for. After ADX now CDT has joined they both are emerging projects. Working together means more capabilities and opportunities for every involved party.

CLI = Command line interface, what you're probably after is the Neo GUI (Graphic user interface).

There are no fees for sending NEO or GAS at the moment. It is all free for the moment. The only party that charges a fee for sending NEO is currently Bittrex (0.025 NEO) and that only applies to outgoing funds.

Fees would be paid with GAS or national currencies (when they get introduced). NEO is generally indivisible in wallets and thus not a proper way to pay fees.

you dont need it on all the time as your tokens ate not stored on your computer

with cdt i see one big problem.
i ask them now 1000 times for showing a proof that they got real hacked. they dont do it. so i think there is only one reason why they dont do because it was a inside job..

There never was any PoW with NEO/Antshares. NEO uses the delegated Byzantine Fault Tolerance (dBFT) consensus system and cannot fork.

30% is the absolute limit. With the current prices NEO is highly unlikely to reach the 30% this year (Da Hongfei's words) and I expect the same to be true for the following years. Those NEO tokens will be released gradually, not all at once.
