I'm filling out the small claims forms now... If he doesn't come on in the next few days, I'm going to start the procedure (verifying his address, having the paper delivered)... I really hope he doesn't turn out to be a scammer.

It's probably easier for me than for you, though, as I'm in the same state as him.  It's literally one form (you don't even need a lawyer).

Yes.  You can say it was "unauthorized" with paypal, even if it was a gift.

Although, that does technically count as fraud.  Not sure how far you guys want to go to get your money.
