I think we need something like banks to keep bitcoin secure.

Something between individuals with offline wallets, and the online wallets.

Online wallets are too juicy of a target, and offline wallets are too non-userfriendly for the average person.

But I'm stumped how to actually incarnate such a system.

In other words, Bitcoin is like Paypal. Don't send money to unverified strangers.
it's not necessarily about trust, but due diligence.

use a phone book, make sure the name matches the address, and the phone number is real. Call them.
Same thing people do with PayPal when verifying customers.

People who are identified won't be very likely to scam you.

Bitcoins are too easy to steal.   Then when somebody has them, they're gone!  Never trust anonymous people on the internet.  Even people that you can ID will rip you off sometimes.
