It is necessary to develop such rules by which fraudsters will not be able to carry out ICO, because it will not be profitable for them. I agree and it seems that investors are now wary on participating in different projects because of their past experience that helps them to analyze any projects if its legit or not. the ICO frenzy is now over and only a strong project can survive this situation.
