Hello c-cex and welcome back from vacation! I tried to withdraw the coins to my wallet, formed a link to confirm the transaction which I clicked. However, the transaction has not followed, as evidenced by https://etherscan.io/address/0x5B08eb86E607Eb100507D7294796fBF6A59D8B22. So they responded to my support ticket with the following:
Hello!
1. Please, make sure you are sending your deposit to your ETH deposit address which is 0x20362e5400e44ac0dec2072ad9fb293b68114e2c. 2. Please, make sure you can see confirmations of your transaction in block explorer.
If your deposit met those above conditions - please, reply in this ticket. Otherwise we will not be able to post your deposit.
Have a good day! Let us know if there is anything else we can help you with. Thanks!

How am I supposed to reply to the ticket if there is no "Reply" or "Respond" function?!

With the only option from there to close the ticket rather than respond or reply.

They actually shut down their support ticket system instead of just DOING BUSINESS PROPERLY.

I think, they are still working in the limited mode in which the "reply" function is disabled.. I seriously just do not understand how an exchange backend doesn't automatically check for balance changes on the addresses it's given out to customers. I mean, are they manually approving all deposits? What the fuck kind of system is that?! And yeah, while this has the hallmarks of don't-give-a-fuck naivete rather than outright scammy malice, it's still terrible behavior in an ecosystem full of already shitty exchanges. You'd think someone would be trying to do something other than the usual "yeah, our platform sucks, put up with it mang" sort of approach.

So as far as I can tell, deposits aren't working properly, they shut down their support, and they haven't posted to their twitter at all in 2018 so far.
Very respectable. No reason for worry. This is fine.
Ugh.
I'm still at a loss as to why an exchange backend isn't routinely pinging addresses it's given out to customers to scan for balance updates. Why, oh why, would an exchange manually approve all deposits? And when a support person comes back and tells you make sure you used the right address EVEN AFTER YOU POSTED THE RIGHT ADDRESS IN THE ORIGINAL TICKET it's really hard to have any good faith left to extend. It's just insulting, inefficient and poor business practice.
Waiting for someone from C-CEX to respond here. They did for the guy accusing them of stealing instead of delisting! Surely actually helping customers get money onto the exchange so they can get the trading fees is more important than some random accusing them of theft? I'm just really at a loss, because I'm really trying to give the benefit of the doubt here, but when deposits aren't credited and support gets shut down in response and there's no communication on any kind of social media... all that stuff does not build trust, it erodes it.

Good for you. Really, I'm glad it's not a huge issue with all coins, but I, and I assume others, still have ETH stuck and have no way to open a support ticket and no messaging about the problem. That's not a good look, no matter how Doge functions.

How c-cex can easily scam you.In spring 2014 I decided to join the crypto hype wave. I deposited 0.11 BTC to c-cex.com and started trading various alt-coins. Trading didn't go well, most of the coins I bought depreciated in value, so I ended up holding them in hope that they rise again and I can sell them. At that time I was moving to another town, new job, etc., and I didn't pay attention to warnings about delisting coins (though I think I saw it, I admit it). So, after a break, one day in summer 2014 I log in to my account and see almost all of my coins gone (some of them were still displayed in balance, but withdrawals disabled, others - not displayed at all, I could find info about them only in history). I googled it, and it appeared that similar thing happened to many other folks. I asked the support in chat about it and their response was something like: "Yes, we have your coins, but we won't bring a wallet up just for 1 person to withdraw his $1 of coins. You can withdraw them when we list them again.". I found it fair enough, as my biggest holding at that time was worth about $15. So I subscribed to the newsletter and just waited for the coins to be listed again. And I waited until summer 2017, but none of the coins was listed again. At that time the coins taken by the exchange were worth about $500, so I made a shy attempt to negotiate their retrieval. I wrote to the support, but their response was as standard "Wait till the coin is listed". In December 2017 my coins value went over 3000 USD, so I thought - "maybe I could just facilitate listing the coin there?". Turns out that even though they have "voting" for new coins, it is clear that only scam coins with no community get any decent number of votes (see PFTC as an example), and the only way to list a coin there is to pay. Last listed coin (IoP), for example, has 15.6 BTC in paid votes! That's $200,000! Now as my coins worth a lot more, I decided to write to support to negotiate bringing up a wallet, expecting they would agree to take a reasonable fee.
