Sorry if this has been asked before, but where do the funds for these "budget proposals" come from?

Is that to be split from mining reward, or some foundation fund, or something else?

currently its 50%/50% per block (miners / masternodes)
after the planned hard fork at block 332320 it will be 45%/45%/10% (miners/masternodes/decentralised budget) per block

the 10% has now been allocated for this coming super-block towards :

Core-Team (concurrent)
Reimbursement (one time thing)
Public Awareness / Marketing Campaign (concurrent)

Thanks, that sounds fair to me.

I like the idea of being able to pay developers (or whatever budget gets passed) directly from mining rewards.

Any speculations on why the price of Dash dropped on exchanges like Cryptsy?

Dash is dropping because its hype cycle is long over and cannot be repeated.  Bitfinex delisted Dash, while Cryptsy added Monero.

ETH sucked all the oxygen out of the altcoin room.  Dash is past its expiration date and rotting on the shelf.

Dash's shady practices ("accidental" insta-mine, "accidental" broken emission, faked airdrop vote, bad crypto, cargo cult, etc) are now well known.

Not even yet another shitty amateur promotional video (LOL) will restore the high hopes of last year's (pre-rebrand) Darkcoin mania.

Dash will never be the golden donkey you were hoping for (unless your name is among the owners of THE DARKCOIN FOUNDATION INC).

Masternode blinding was supposed to be in the most recent release.  It wasn't.  Yet another lie told to bagholders, while insiders dump and GTFO ASAP.

Excuse me, have being away from crypto for a while. Does anyone know if this is the project with decentralized paid full node operation with no reference node?  I heard there was a project with a functioning governance system and budget proposals from the blockchain,  just not sure if I am in the right place. Thanks.

Dash is 27.3 times faster with syncing and updating than Bitcoin and 93.7 times faster than Monero. Bitcoin (v0.11.0) has a Tao ratio 11.2% faster than bitcoin (v0.10.0) release.
Dash (v.0.12.0.49) = Tao sync ratio = 0.15 seconds / hour of update || Dash (v.0.11.2.23) = Tao sync ratio = 0.24 seconds / hour of update. V12 versus V11 speedup = +36.5%
Bitcoin (v.0.11.0) = Tao sync ratio = 4.14 seconds / hour of update || Monero (v.0.41.1)  = Tao sync ratio = 14.2 seconds / hour of update

At block 332320 three budget proposals that got the required votes earlier will get implemented / paid-out, effectively giving birth to a new form of decentralised
budgetting system which has never before been implemented in the cryptocurrency scene.
Its yet another milestone reached for Dash and its very active Dev-Team.

per block the payout will be :

45% miners
45% masternodes
10% decentralised budget

In less than 450 blocks, the dash blockchain will create superblocks which pay the finalized budgets.

These budgets are submitted by anybody (Evan in this case) (and cost 5 dash to do so) and voted on by the masternode owners.

Once approved by public voting, the budget is finalized and can be funded at the next superblock cycle (every 16616 blocks)

The superblocks generate coin up to the amount that would have been generated by that block normally.
This works out because the previous blocks were generating 10% less than normal. (The superblocks make up the difference)
So, at the end of the month we have either the same amount of minted dash (if there are approved budgets allocated for all 10%), or less (which is the case this month).

Exciting stuff! Smiley
