Cant say all ICO raiting sites lie but yep there are some do it just for money ,but even ICO site doesnt lie and all is right it doesnt means you needt do your own research and be informed about project you invest.

doing your own research is a must before participating in an ico, through the whitepaper I think it's enough to get an idea of how the project will work. I think the ico website rating is mostly just for the promotion of the project itself, is it manipulated we don't know for sure.

Doing your own research about the coin that you wanted to invest into, will help you save some bucks and secure your money before investing. ICO ratings doesn't always say everything about the ICO.  Be mindful and always do your own research!
