I don't think it's rare,  anyone who wants to to invest in cryto or do trading in crypto needs to add Fiat currencies first to exchange account.

Right we needs to deposit fiat currencies first. But since minedblock tokens sale is yet to be started,  there will be no fiat tk minedblock tokens pair available at start. So its not possible to buy minedblock tokens directly using fiat currencies from exchange.

How many pairs is the IEO going to have for Mineblock?

A major roadblock I witnessed during tokensales like you pointed is no Fiat pairing. Especially when exchange service do not provide the opportunity
