In domestic league, PSG easily won titles but it becomes their weaknesses when they play in Champions League. Being familiar with lower quality of matches in Ligue 1 and weak opponents there, they don't have enough quality, carefulness and preparations for tough matches in Champions League.

Buying the players from their best competitors in the league is mostly possible in leagues where you have this one overwhelming power and as you said this is the case in the Bundesliga with Bayern Munich or PSG in Ligue 1. In the Premier League this won't be as easy. If Liverpool tries to buy Haaland, then Manchester City will buy Mbappe. There are several clubs with big financial resources and the Financial Fair Play in place that there is still enough competition. I am not agreed about this just finding another group of Sheikhs and having huge investment this is not better solution they need to sit and think about their all structure with having some relaxation in taxes with also try to improve their quality surely works for them because they have good potential and their system is also working with they are having good fan base in African region which can bring good increase of their viewers but currently their quality and structure is surely problem.

Just one club which is having luxurious investment holding things for years no other club is able to compete with this all even their players are having good quality but overall their clubs are going down in UEFA competitions as well which is the worst thing happening just PSG is able to compete in Champions League at the top level all others are sucks.
