He is a good manager and we have to believe in his strategy but I still don't understand what strategy he actually means by selling players and not buying any players.

I can't blame PSG for giving up on the star players to help them win the Champions League, they've tried many times and spent enough money but to no avail. In my opinion the PSG coach should be more ambitious, they spent money making some senseless signings in the last transfer window, they could have signed Victor Osimhen as a replacement for Mbappe, they could also have signed other famous players and then kept these players long term to create a team capable of winning the European Champions League. I totally agree with your submission that Paris Saint Germaine's problem is with their managers. The reason why they've been dominating French football for too long is because the club management have spent so much money in bringing top quality players to the club and not because of the managerial abilities of their managers.
It's a big error to be dominating one of the top five leagues in Europe for over a decade and still can't boost of any European trophy. The current manager of Paris Saint Germaine Luis Enrique won the UEFA Champions League with Barcelona in 2015 so I was a better European success with PSG than any other manager have managed with the French champions but it seems it's not happening anytime soon

Its majorly a French game, mostly French teams are the ones that gets to participate in this games, they only have PSG as one of the most solid team across almost all of the French tournaments where in they participate so them dominating this too shouldn't come with any form of surprise as they are still in their less competitive region. this is one of the reasons they usually don't talk much about this competition or even count it as one of their major wins for the season as their dominance on this is most times almost sealing that they don't really need all that efforts to get it.

With or without Kylian Mbappe PSG has not always been outstanding in the UEFA Champions League. They came close to winning the title in 2019–20 when they had stars like Lionel Messi and Neymar when they finished as runner-up. In 2021-2022 they were defeated in the semi-finals by Manchester City.
