The situation in the transfer market indicates that these clubs are trying to undermine Manchester City dominance in the EPL. The Premier League will be extremely competitive because all of the teams are prepared to defeat one another. For Arsenal, signing Declan Rice for such a large sum of money is not a big deal because they already have what they need and are confident that Rice will perform admirably and even improve the midfielder position next season. Arsenal hasn't won a title in a long time, and this year they want to see Manchester City win the league.

Yes, Arsenal have learnt their lesson from previous years and are getting their work in order. Negotiations for Rice have taken some time, but with the deal has now been completed, focus can now turn on other targets.

Arsenal were eager to land him because they needed him. He has been their No.1 target and also they were losing Granit Xhaka and Thomas Partey looks like he might leave. But even if Thomas Partey stays at the club, Rice's arrival was a must this summer.
