Liverpool are more interested in improving their midfield rather than their defense, they have quite a lot of problems in midfield and i think that's where most of their troubles stemmed from last season (though they were also bad defensively). Liverpool have signed both Mac Allister and Szoboszlai, two very good (and young) midfielders, i still expect Liverpool to sign at least one more midfielder as well as a defender and a striker. Jurgen Klopp's team were unable to challenge City for the title last season, but i think they are going to do that next season, but City still remain favorites of course.

Liverpool's midfield last season was an unmitigated disaster. Harvey Elliott? Too young, too inexperienced. But with Mac Allister and Szoboszlai now in the ranks, things are looking slightly better. That said, here's where I take issue. Our defensive midfield is practically hanging by a thread. Fabinho is our only hope, and Bajcetic, isn't exactly the most reassuring backup. What Liverpool needs right now is another seasoned defensive midfielder. After that, they can focus on other areas. But until they fix this, I can't see them challenging City or anyone else for that matter.

The midfield is the key to their game, and when their midfield doesn't work as expected, then we see how they struggle to get into the rhythm of the game and that has an impact on their results. Jurgen Klopp realized that and he immediately moved when the transfer window opened, the result was 2 midfielders who had good abilities they managed to bring in.
The 2 midfielders they brought in have excellent attacking abilities, and also they can neutralize the midfield to be more creative in building attacks. He was Tuchel's main man and when he suffered a bad knee injury in the Potter era he was rarely a regular back at Chelsea and was only a reserve and now even in the Pochettino era this doesn't seem to have changed.
Loaning him out is a good option in the hope that he can regain his form because at Chelsea right now I don't think he'll get much of a chance.
