Well, you are right, gambling is not all about playing slot or casino games and sports betting, there are different types of gambling and lottery is one of them.

To make it simpler to understand, any game where one stake a small amount of money in hopes of getting or winning a bigger sum, which they also stand a chance of losing, is clearly gambling, whether the government is involved in it or not, lottery is gambling and always is .
