I have always said that under the current government of Russia, the people will not have for the free use of the crypto currency regardless of the promises that the politicians of this country have given, because the very current policy in Russia is built on lies. In order to understand how valuable bitcoin is, we compare it with the value of conventional currency. This does not mean that the batkoin depends on it. Now the difficult period for the crypto-currency market is just continuing, including for ICO projects. Therefore, most likely, such a solution can be true for the current time. The bear market will pass, then investment in ICO projects can be resumed.

Ethereum does not directly control with bitcoin and for the foreseeable future this coin can not replace it.
