It's possible, but not for most users.
Earning that much Merit takes a lot of time (and effort).

I've earned much less than 1 Merit per hour login time. It can be done though.

Anyone can create a flag, but I don't think you'll find support for it.
Besides, bob didn't use his account for this, so the "warning" wouldn't help other account sellers. Just like account sellers who hide behind a Newbie account.

The accounts didn't make high quality posts OP, so bob didn't break your agreement.

Any chat screenshots to prove that this really happened? You know how hollow this accusation sounds without a proper screenshot. Also I find this matter better suited in "Reputation" since there is no scam accusation and is a matter about breaking an agreement.

Would it be an idea to reduce the strength of Trust color in certain circumstances?

Many users on DT1 with a lot of green feedback also have one or a few negative tags.
Examples:

    7. 30747: Vod (Trust: +29 / =2 / -1) (DT1! (22) 1253 Merit earned) (Trust list) (BPIP)

   18. 98986: TMAN (Trust: +26 / =1 / -2) (DT1! (20) 1031 Merit earned) (Trust list) (BPIP)
   39. 216582: willi9974 (Trust: +21 / =0 / -1) (DT1! (0) 50 Merit earned) (Trust list) (BPIP)

My suggestion is to make the orange numbers black for users who have at least 10 times more positive than negative feedback.
That would make the above examples look like this:

Additionally, I suggest to make the green numbers black for users who have less than twice as much positive as negative trust.

My reasoning behind this suggestion is that real scammers easily receive a lot of negatives and shouldn't have any green feedback left, and negative feedback for highly trusted users can be less prominent as they aren't a real risk in most cases.

If you're willing to pay 10% in fees, you can afford the 0.00025 deposit fee in less than 10 days.
If this is a long term thing, your much better off with some good planning instead of using a third party.

There's an exchange with low fees for small transactions in my signature.

Someone on DT1 can also include or exclude a user who left him feedback (positive or negative). Isn't that more or less the same thing?
If the DT1 is guilty, he shouldn't be on DT, and once he's excluded his opposing vote loses it's power.
