Ok sorry if this is a dumb question, but if I have an address I sent coins to, is there a way to tell how many total coins are in their wallet.dat?

If a subsequent transaction spending those funds also includes other inputs, you might be able to conclude that the recipient also has the funds from the other inputs as well.  That is not guaranteed though as if the wallet is a shared (hosted) EWallet, it will combine inputs which may be funds received from numerous unrelated transactions.

The bitcoin blockchain is essentially a ledger system.   The ledger contains transactions that transfer funds from the address(es) on the left side (inputs) to the address(es) on the right side (outputs).    From this ledger, the status (unspent balance) of every address can be determined.

A Bitcoin address in a wallet has a corresponding private key.   That private key is needed for spending any funds sent to that address.  So if a private key is destroyed, lost or never used, that just means those coins sent to that address can never be spent.    It happens.  It isn't a problem ... except for the party whose coins were destroyed, lost or never to be used again.

I've used Coinbase and it's pretty simple. Once your bank account is confirmed, you can lock in a price immediately, even though it takes several days for the ACH to clear.

Yup, at just a 1% fee there is no way that is as inexpensive and easy.  Since the price is locked in at the time you place the order, the delays until the ACH clears should be less of a problem ... unless you are needing to make the purchase for immediate spending.   The $100 USD per-day limit will be increased to 100 BTC per-day after 30 days have passed since your first purchase and a few other steps are completed:

Feature request:

Ability for me to cause a new deposit address to be generated for my account. 

Currently, the blockchain shows all my deposits to a single Bitcoin address for my wallet at LocalBitcoins.

The whole concept of there being a new Bitcoin address for each transaction is so that privacy is maximized.    If I am restricted to a single Bitcoin address, then someone might figure out from a deposit transaction to LocalBitcoins which transaction was mine and then see how many coins I've deposited since I first created my LocalBitcoins account.

Found this article on Bloomberg, and made me think about the recent run up in bitcoin. Could it be that deep pockets are moving into alternate currencies? With LocalBitcoins, the word "reserved" could replace the term "funded". 

So a seller reserves funds for the transaction.  The seller can cancel the transaction at any time though, and get the reserved funds back.  Essentially a funded transaction simply proves that the wallet for the seller's account does have X bitcoins in it (and confirmed).

To make the funds available to the buyer, the seller needs to release the funds.  This can be done via SMS (using the release code given previously to the seller) or through the web interface.   Once the funds are released, they appear in the buyer's wallet and are already confirmed so can be withdrawn immediately.

If the buyer has internet access, the wallet can be monitored and managed via the web interface.  If the buyer does not have internet access, then the seller provides the release code. The seller only would know the release code once the funds were truly released.

They were beta testing a new online bank method, but then removed it.  I'm not sure if they just had to remove it to rework something or if they no longer are planning on offering it.

With Mt. Gox you can get conversion on arrival of USDs to BTCs, or from BTCs to USDs because that exchange allows order sizes that exceed available funds.  So when the funds arrive, they are automatically traded against the open, unfilled or partially filled order that is outstanding.

Also, their merchant services tool has an "autosell" flag so that the funds are automatically converted to fiat, without having to mess with leaving an outstanding order.
