You need to configure bitcoind RPC port and userpass to use the API without command line. Then you can interact remotely with the wallet without any command line. But it could be a major security issue if not implemented the right way. (By using a hot and cold wallet + SSL)

If Windows is already present, simply insert Ubuntu installation media before booting the computer. Then follow instruction to setup encrypted LVM alongside Windows. It will automatically install Grub loader so you can choose which OS to boot from. I'm not sure if Windows partition will get encrypted but Ubuntu one will be.
