I don't think other Clubs will offer Maguire above £30m or only a few will offer above £20m. Maguire is indeed a big attraction for big teams in Serie A, but Manchester United will not get a more fantastic offer from the Serie A Team. I think this is the right decision by Algerian star Riyad Mahrez because he's getting old with the time period, and age is a factor that impacts a player's performance.
