Is local install wallet released yet, or are people redeeming using the web wallet only?

You can use online wallets or you can set up online wallets for your local computer. pls check unvoid's guide about that.
If you mentioned to desktop setup, we doesn't have yet

Are there any developments in progress right now for the code base?

Yes, I am currently working on a POC for the ElasticPL engine which includes
  - A new memory model to allow the use of all the primitive data types instead of just unsigned ints
  - Additional features to the language such as user defined functions, declaring state storage, etc
  - Creating the SN validation engine on the C side
  - Update the OpenCL logic to incorporate the above changes

We are still working through the design around:
  - Most efficient way to verify a miner has actually fully executed the ElasticPL code and earned their POW reward
  - Storage solution for the storage of state data between iterations

These are just the pieces I'm working on right now...of course EK is working on a ton of stuff

What does XEL have to do with XEM? How much is the current market capitalisation?

That would be a good idea. Everyone is doing it and you need to together your coin out there with plenty support. Devs need to realize this.

I think we should be careful of conventional bounties because in my experience they tend to devalue coins that use them and tend to attract the wrong kind of people.  When a project is genuine people will do all these things for free anyway.

I would suggest making a community fund wallet with bounties for more useful and specific things like security testing, finding bugs etc.  It could also be used to buy real advertising and thunderclap campaigns etc.  The wallet could be multi-sig so that no one person is in control of the funds.

Just my 2 cents: Recruiting sockpuppets through twitter bounty campaigns would indicate, that a coin has reached below-the-belt levels and belongs into the bottom drawer.

I just want to again caution about the push for exchanges (everyone already knows I'd prefer if we weren't pursuing them right now).  Just keep in mind that there are still many parts of the project that are in flux and we don't have a solid whitepaper at this time.  We already took a risk by releasing the Lite Wallet w/o the compute functionality...so we need to make sure that whatever is being put out to the public is professional, accurate, and complete.  I just have a feeling that we are rushing to the exchanges and new people looking at Elastic may see these gaps in the project and get a negative impression that stick with them and possibly spread to others.

Imo just take the time needed, exchanges will come, people can trade xel if they put in the effort.
