Chatbots in FB work via Microsoft Bot Framework now. As you can see from our Demos page, all bots have Facebook option as well.

miniapp can be mobile application as well, very soon. But if it's chatbot it works from messenger interface. And it can work with any data storage you choose, it depends on your software architecture. Chatbot in this case is just a convenient approach to user interface, conversational so called. Also it's a way to get one interface for all messengers and devices.
