I think you are asking early for exchanges, at first it needs to sell tokens and it seems to me that it will be difficult for the developer to collect such a high hard cap.

Some projects lower their hard cap when they have a lot of supporters and will still have plans to make another token sale in the future. It will benefit their token holder and in return, they will opt to hold their token until they reach a certain value before they released it.

Famous ICO rating sometimes get mistakes, it's because they rate the ICO with potentials while scam ICO put too much flowering words and attracting things in their project to have that kind of potential to get high ratings.
