PSG transfer window activities seems slowly and looks not hurry up for signing new player, after success signing Marco Asensio and Manuel Ugarte last week and not any rumor will sign new player again. Actually, PSG need signing head coach as soon possible after sacking Christophe Galtier and right now still not find who will replace head coach position. I agree with you; it seems that they should build a team with wisdom and foresight. They shouldn't simply buy star players without considering other factors. The truth is, we have seen that having star players in a team does not guarantee its success. I believe it is also important to promote players from the junior team to the senior team. Barcelona, for example, has done this remarkably well with their La Masia academy. They have bought star players but also paired them with talented young players. I believe this approach is an excellent formula. If they want to win the Champions League next season, they should consider employing this strategy.

PSG might will be tested next season, there are lots of surprising rumors associated with PSG players in this transfer market. Icardi has been loved by Galatasaray fans so much that they still want to see him being signed on a permanent deal. He scored 22 goals in 24 matches in the Turkish Super League. He was like reborn there after not finding much chance to play for PSG before. However it is still difficult to be sure of PSG to put him in the starting eleven right away after hearing about his performance there. But it makes sense to think like that because PSG already had a trio of Messi, Mbappe and Neymar then.

Hence it was too difficult for Icardi to find a place for himself in the starting eleven. But now it is all up to if PSG want to make a bigger signing instead of having Icardi there. If the speculated Kane transfer doesn't happen I think Icardi might really be given a second chance.
