A tertiary cup and a place in the top four is not what United are interested in - at least they need to fight for one of the main titles (at least a Champions League semi-final and a real rivalry for the Premier League title), everything else is a nice bonus to the main achievements but no more.
And a lot will depend on transfers, so far United are behaving like an average club but not a real contender for the top places.

As it is Liverpool are hoping to play in the Champions league next season and they're praying so hard for City to win tonight's game against Inter Milan. A win for City is a guarantee that Klopp will get back to Champions league football, with the signing he has made, is not only playing the league games, the UEL and the domestic competitions like the FA cup and CARABAO cup, a player like Mac Allister (the new signing) would prefer playing in the champions league come next season than the Europe league and it might happen for the World Cup winner. And with Liverpool engaging in the Champions league next season I feel it will be an open door for players who wants to play for Liverpool to be easily attracted to them.

If Arteta is able to sign the duo of Caicedo and Rice to beef up and strength their midfield honestly the team will be very formidable next season with Jorginho and Lokonga as back up while Xhaka and Partey are released or sold to other clubs, of course the team attack is very sharp and probably one or two new signings in their defence and attack is enough because the team abysmal performance performances towards the end of the season can be attributed to lack of qualities in their midfield particularly Thomas Partey who is prone to mistakes and injury and partly due to the absence of Saliba at their central defence which I believe Arteta will address in the upcoming season.

And so it is very difficult to stay in the top four of the table next season. Coach Pochettino is quite experienced. But I don't think Pochettino will be able to stabilize the team if Chelsea management is frugal and doesn't want to spend a lot of money to build the team. Arsenal's mentality towards the end of the season was not going well and actually this was predictable even if no one expected it but Arsenal's illness in the last few seasons has been like that.

Chelsea will not aim to win the title next season. They will aim to qualify for the Champions League. Chelsea finished the season in 12th place. Arsenal failure in those games they lost was a motivation to Manchester City,  if you check the performance of Manchester City earlier in the season they were not consistent but when Arsenal began to lost in their games Manchester City gain motivation. and if Arsenal were still consistent in their good performance I don't think  they would have lost it to Manchester City.

I personally really don't remember when Tottenham were able to reach the Champions League final but apparently, that achievement happened in the 2018/2019 season. Because as far as I remember about Tottenham, that Tottenham is a big club in the Premier League that doesn't have consistent results, so I can easily forget Tottenham's achievements in the previous few seasons. But yes, this season Tottenham has really messed up I think, because Tottenham only finished in 8th position and of course, Tottenham won't get a ticket for next season's European competition.

Sure there could be teams better than old teams, which means that the league is more talented these days if that is what we are after, I agree that there are better teams now, but "competitive" means there needs to be a competition and nobody competes with City tbf.
