Yes, the confidence is there for Newcastle united to perform well in premier league competition next season because they really displayed well in this season to maintain 5th position. If their coach can work on their midfield which is the major area they lacked through out the season that made them to end up in  5th position in the premier league table, I think their coach can do better to help the team to embrace the title next season. Liverpool is one of the clubs I respect so much this season, despite their initial challenges, it's obvious that they did well towards the end of the season. It would be great if Manchester United managed to bring H. Kane into their team. Because we have all seen how H.Kane always shows his sharpness which always endangers the opponent's goal and so far Tottenham have even seemed too dependent on H.Kane.

And actually H.Kane would probably shine a lot more and get a lot of attention if he was at Manchester United. And actually if Manchester United can't sign a good centre-forward this season then I don't think there will be a significant improvement in Manchester United's performance this season.

For the central defender position, maybe Manchester United have found a suitable player and reportedly an agreement has been reached between Manchester United and the player from Napoli, namely Kim Min Jae.

Stats aside, Declan Rice that I always watch has very little flaws in his game, honestly he is one of those naturally built midfielders that drops a 8/10 steadily. If Arsenal can finalize this deal, I think it’d be a good addition to their team. They will be buying his leadership abilities too. Letting Xhaka go, you need another voice in the dressing room. He played 50 out of all 55 available WHU games last season. Durability. I think everything about the deal makes sense. It’s now left for Arsenal to get and and for Arteta to utilize his abilities very well.

I don't think Bayern Munich is a team that will go into a transfer war with the Premier League teams. I don't think they want to pay huge transfer fees. They offer transfers up to the amount that is sufficient for them. After that, it depends on the club's acceptance. 100 million big money and it should be natural that they want not to give it.
