I remember when they were pennies and we were over the moon at the high valuation. Bitcoin is a computer program and does not need your money. There is no price that bitcoin must be at to survive.

I hope this keeps developing. I found the search feature to be very poor. And some of the prices were absurd. Look at the example below.

They are asking $330 for 100 rounds of .556 TulAmmo. That is $3.30 per round for shitty steel case ammo. Please.

Just post your business license. If you have a business then you have a license. Otherwise what you have is an idea. 
I actually illegal business because there is an element of the business concept prostitution but many remained. therefore I am confused as to what must show license
The licenses assures investors that there is a legal recourse in case you just decide not to pay. There is absolutely nothing an investor could do right now if you if you walked off with the money. With a business licenses you are legally liable for the investors money and are required to abide by all contracts. If you don't then your assets could be seized and handed over to investors.

I understand that in your case a licenses is not possible. That means you will probably need to provide secured collateral valued higher than the loan. Something an investor could keep if you keep the money.

At that price you could also sell an unlimited number of coins. He is likely just buying them as he sells. A common practice on localbitcoins.

The trade limit at Localbitcoin cannot be set to any price unless you have enough bitcoin to covers it at your localbitcoin wallet. If not, The maximum trade will adjust to the value of the Localbitcoin wallet balance. e.g. if you selling bitcoin at $420 and you have 10 bitcoin at your Localbitcoin wallet, and you set the maximum trade limit to 10,000, Localbitcoin website will adjust your maximum trade limit to $4200 because you don't have enough bitcoin to cover your maximum limit.
Ah, I haven't looked at LBC in a while. I think they used to require it but had no real enforcement mechanism. I say this because I have met a trader who regularly advertised coins he did not have. A proof of ownership wallet would be an improvement.

For me this is not a scam because the way it works is not hidden. An open ponzi is more of a gambling game. In an actual ponzi scheme the first "investors" are paid with the money of newer investors. No money is made, it is just shifted around. This fact is kept from the so called investors.

Honestly I dont see anyone doing this arbitrage.

Unless they have a friend overseas or something with the china exchanges and for one can collaberate to sell back to u.s markets.

Selling one market to the next is harder then it sounds.
I think it is harder than it used to be. But I know people who do it every day. As you point out, some markets like China are hard to get into and when you partner up with someone abroad you have to share profits. Still, no money is ever left on the table for long.
A few years ago there were big differences in price between exchanges and arbitrage was a lot more common.
