If they seized all Russian state and personal assets abroad and stopped ALL trade with Russia, closed airspace to Russian planes, and closed all borders to Russians, this conflict would stop in days. The problem I suppose is that sanctions etc need to go far enough, but not too far. If Putin is put in the situation where he has nothing left to lose then he becomes even more dangerous - difficult as that is to believe.
