I'm pretty sure that's standard, don't be too alarmed. Should be fine once your account gets past the time restriction period. But yeah, I've never had that great of an experience with Cex either.

Is there a general rule of thumb  when sending any amount? Sorry I normally use multibit on my PC that automatically adds the fee on transactions being sent.

I tried to set the fee to 0.001 on the amount above (subtracking 0.001 from the total number), then it told me the same dialog message above but the transaction was 0.002 which really threw me. (sigh)

It depends on the number of inputs and the size of the transaction (not the amount you are sending but the number of bytes). I can't tell you exactly what you can get away with, but in in general 0.0005 should guarantee nearly any transaction being sent. You can refer to here for more info: https://en.bitcoin.it/wiki/Transaction_fees. You need to direct your client to set the fee at 0.0001 per kB or however much you want (by changing its settings), as you can't simply expect to subtract a specific amount from the amount you wish to spend and assume the client will know that is the tx fee.

First off you're going to have to factor in the transaction fee into the amount of wish to send. If for example you have 0.01 in your wallet and you wish to pay a 0.0001 fee then you can only send a maximum of 0.0099. You might not want to bother sending with such a tiny fee as it's going to take forever to send, my advice would be to include at least 0.0001 or more depending on your number of inputs and how fast you want your transaction to go through.

I'm going to flatly state there is and never will be a quantifiable value universal to everyone. Every single person will have a different perception to its value, not to mention it's nearly impossible to measure the true value of anything.

Common sense is that contract can be made even without a paper. They have made promise, they do not keep their world. They are liars. Easy. Now they are giving just x1.25 and this sux.

And ofcourse their LTC are not for free. I have prepaid much more there because of my lousy trading GHS/BTC Cheesy

Legally, I doubt they've actually made a contract with you that they've broken (as more than likely is a clause to change whatever they like whenever they like). Sure it sucks that they didn't fulfill all their promises but put it this way at least you greedy people are getting 1.25 and last time I checked 1.25 > 1. Take it while you can as nobody is going to operate at a loss for a significant period of time.

It gives the house an opportunity to have preset known rolls occur if they have malicious intent. I'm not saying that PD does, I'm just saying it gives the possibility. By changing the seed you ensure that the game can't be rigged.

Anyways, I don't see an issue with having your wallet backed up to the cloud as long as you've encrypted it with a password of sufficient length and entropy.

Did you have your wallet password protected or not? If you did you should be fine with professional data recovery services, if not you may have not be able to trust them not to steal your coins if they do find your wallet. What recovery program are you using at the moment?

The chance of it making a correction will get slimmer every single day, so I don't think that it will unless it manages to do so in a couple of days time. Any further than that and the value of GHS should fall to keep in sync with the rising amount of network hashing power making each individual GHS less valuable.

that's dumb, it is easy to know when an account has changed owner if you have access to the server.
you can make an IP log and make an automatic system that judges if an account usage location has changed or not. (a very simple neural network could do this easily)

IP logs don't really work because some people like to remain anonymous and will open this via Tor/VPN. If they get a different IP every time how would you know if it is a different person. Anyways, I'm not the person who sets the rules, go talk to theymos.

If this type of transactions continues bitcoin talk will loose credibility, because scammers can buy sr member account and do anything with it.

The mods have already said that while they do not condone it, they aren't banning it for the sheer reason that even if it was banned it would still be quite easily possible to sell accounts without much knowledge of the mods/staff. So they allow it so that it's easier to be transparent and know who is doing what.
