If Cloudbet is restricted in your location, then don't bother signing up, as they are clear about it in their Terms of service. They don't necessarily talk about VPN usage by they do have mandatory KYC verification which gets active at $2,200 threshold. In that KYC verification, they will ask for your proof of location. How are you going to prove that you are in Country B that is the VPN IP address location yet you are in Country A?
